    Abstract: In Vietnam, power industry was on the tendency of diversifying, where all economics sectors can participate in power activities with a demand of connection and region integration. The monopoly management of the State, at current, was having its drawbacks. The research aimed to study a power production and distribution model that could be applied to enhance the economic efficiency in investment, development, management and operation to the power system was necessary and relevant with development conditions of market economy. By observing the world’s power management and business models, and considering the current situtation of Vietnam’s power management and business, the study proposed a new model of such business that having more advantages if compared with the current model. Three top experts in the power industry had been interviewed about the feasibility of the new model, 10 managers of power production companies with 390 representatives of consumers from 19 provinces and cities of Southern part of Vietnam joined in answering the questionnaire to confirm the necessity of elements in the new model. On the basis of data collected from the interview and surveyed questionnaires, the research showed that it should operate the model much like the model of China in which the power industry only manage the transmitting grid system and distribution. The power plant should be totally free from control, including the power plant of EVN. The owner of the power plant is only paying the expenses of power transmitting grid on the total power sell-out yield, and their customers was free totally, may be in or out of the power industry and in any areas.
