    摘要: According to the Ministry of Natural Resources and Environment, Binh Thuan province has the biggest amount of unexcavated titanium mineral in Vietnam with the estimated amount over 23 million tons of titanium mineral – zirconium mineral. Exploitation of titanium mineral in Binh Thuan province has not only created benefits for the local government’s budget but also yielded some consequences for the province. The research aimed at seeking out solutions for effectively managing exploitation of titanium mineral in Binh Thuan province from the aspects of (i) avoiding unplanned exploitation operations, (ii) protecting environment from being destroyed and polluted, (iii) suggesting adjustment of government policies, and (iv) enhancing managing capability of local government officers. There were eight experts, who had much experience involving exploitation of titanium mineral, were interviewed with open-ended questions. Their responses were recorded and analyzed to get the answers for the research questions.
